Dawn Institutional Pic (Witness Recreation)

So yeah, this was an eyewitness description of an old picture of Dawn I remember finding a while back. If I recall correctly, this was all Dawn wore in the pic. The background was a prison cell if I recall correctly. I've started a search for the artist. Now even the best lead I had so far (Nemmysis) was really helpful, but I'm still hoping the artist himself/herself would turn up.
